China and the USA are the global leaders in AI and they will shape its direction leaving Europe behind unless we keep pace with the development and mastery of this technology and its applications now, what will the EP and the ITRE do to ensure that the focus of the European Commission is on supporting and encouraging AI enhancements and not stifling innovation in AI? Software engineering and technology related industry has accounted for over 65% of economic growth and productivity over the past five decades – but not in Europe. The direct economic impact of local software industry to the annual productivity, is close to 20% and rising. The valuations of software product-based platform business enterprises are growing 3-5 time faster than any other high-tech industry. Software is the general-purpose technology making possible to create the innovative and industry transforming business models. Europe has 400 000 software engineering shortage, 99,5% of code is imported and EU DG Growth recommended to establish 40 new "Software Engineering & Technology" universities to stop digital paradox and AI based outsourcing. AI is just 2% of all software technology and can be compared to "turbo" on side of engine inside the whole automotive. The EU missing KET report states “missing the strategic importance of software technology as a key enabling technology will lead to a significant drawback for global competitiveness”.
